The mWater platform is free
Governments, NGOs, utilities, researchers, businesses, and community organizations can use mWater without a contract or payment. There are no per-user fees, survey collection limits, or trial period.
Free access includes Surveyor, the Portal, surveys, maps, dashboards, data storage, visualization, export, and the Resource Center. You can operate a program entirely on the free platform and add optional services later.
Choose scoped implementation services for a national system, organizational hub, custom app, or program. Choose Stellar subscriptions for ongoing expert support or higher API and import capacity. These are separate options; a subscription is not required for ordinary data collection.
Implementation services
National and program monitoring systems
For ministries, regulators, and large programs, we build and support monitoring information systems with indicator definition, data collection workflows, dashboards, integration with existing systems, and ongoing training and technical support. Pricing is scoped to the project.
Light Blue: an organizational data hub
Create a website that brings together content from the mWater Portal and other sources, with public and private pages, a custom subdomain, organization branding, Google Analytics, and translation. Additional custom pages are available on request.
One-time cost: USD 50,000. Includes your Light Blue website, permanent access to website management, 5 days of advanced support and consultation, and permanent priority support.
Custom Surveyor app configuration
Tailor Surveyor to your program with branding, home-screen tasks, visible site types and features, automated fields, offline site caching, full-resolution image storage, and problem reports routed to your team.
One-time cost: USD 25,000. Includes up to 5 configurations per organization, unlimited users on each configuration, 3 days of consultation and training, and permanent access.
Program design and implementation
We help develop project ideas, statements of work, terms of reference, and cost estimates, and partner on delivery. Paid training and technical support are available, with referrals to local consultants trained in mWater in many countries. Pricing is scoped to the work.

Stellar subscriptions
Stellar offers two optional subscriptions for mWater and Solstice. Each costs USD 500 per month or USD 5,500 per year. Choose either or both within your existing organization; no migration is required.
Support Membership
Get priority handling of complex support requests, a dedicated Slack channel, and 10 complex technical assistance tasks per year. Assistance can cover workflows, custom indicators, advanced dashboards, data recovery, geospatial imports, and integrations. See what counts as a task.
High Volume Data
Increase API data storage from the free allowance of 10,000 rows to 1,000,000 rows across your organization, with higher import limits and full read/write API access. This subscription also raises sensor and external-data import capacity and removes the cap on import integrations.
These limits concern API and import capacity. Ordinary survey collection remains free. If you cancel, data is retained; API data above the free allowance becomes read-only.
How paid services support free access
Stellar is a wholly owned subsidiary of the mWater Foundation, a US 501(c)(3) nonprofit. All profits support the free platform. Paid services are optional, and no existing platform feature has been moved behind a paywall.
Stellar also offers scoped professional services for app configuration, branded data portals, integrations, data recovery, indicators, analysis, and dashboards. Subsidized subscriptions are available for verified public-sector organizations in countries on the UN least-developed-country list.
